After the completion of the 2023 European League of Football (ELF) season, ALL22’s scouts did a thorough ranking of every position group in the league. This was used as an evaluation tool and resource for the understanding of this ever-growing league. With that in-depth analysis from our pro-trained scouts, we will refer back to those rankings in spots to help readers gain context.
With that being said, today we’re going to be looking at some notable standout performers from the month of July.
For further details, film, contact info, and more testing information please refer to player’s profiles on the ALL22 scouting app, or contact Samit Bariana.

Background: Holmes played for the Arizona Rattlers in the Indoor Football League and for the Sea Lions in the Spring League in 2021-22. He then was selected fourth overall in the 2022 USFL draft by the New Jersey Generals. He would go on to spend some time in the CFL with the Alouettes, Elks, and Argonauts before coming to the ELF this year. He’s led Vienna to a perfect 11-0 record this season after coming back from the IR List, where he missed three games. He currently leads the league in passing TD’s (30).
Player snapshot: Compactly built passer with marginal height, Holmes shows the ability to consistently get to his secondary reads in all areas of the field. He has quick feet to create space in the pocket with the awareness to change his launch point. Showcases nice accuracy and touch when balanced, with enough arm strength to threaten vertically. Can get into trouble when the rush is in his face, panicking and letting some balls loose early. Struggles to deliver when failing to reset his base and drive through his core and lower body.

Background: Harris signed with Cologne this year in week 6 to kick off his pro career. He’s having quite a debut season, currently sitting tied for second in picks (4), including three in a two-game run in mid-July.
Player snapshot: Harris has a short frame with a slim build. He shows decent eye discipline to not bite at the release. Nice COD and hand usage to stick in short area Man. Displays great makeup speed on vertical routes. Is very comfortable floating in zone space with his eyes on the passer. Shows slick anticipation and acrobatic ball skills to jump the QB’s passes. Shows serviceable physicality and wrap in his open-field tackling. Tight hips make him susceptible to speedy intermediate routes. He regularly allows a step on vertical routes, too often relying on his makeup speed.

WR Malik Stanley (Munich Ravens) - Louisiana Tech University (2019) / University of South Alabama (2017-18) / Coffeyville Community College (2015-16)
Citizenship: USA

July ELF Stats: 3 GP | 17 REC | 23 TGTS | 380 YDS | 8 TD | 22.35 YPR
ELF Player Awards:
2022 2nd Team All-Star
Background: Stanley got his pro start during the 2021 Indoor Football League season with the Tucson Sugar Skulls. He would then go on to join the ELF in 2022 with the Wroclaw Panthers before spending last season with Hamburg. He was ALL22’s 5th ranked WR out of 54 qualifiers in 2023. He spent a part of this year with Caudillos de Chihuahua in the LFA before signing with Munich in week 5. He currently leads the league in receiving yards per game (110.2).
Player snapshot: Lining up at all WR spots, he showcases a multitude of releases with a nice burst. Stout runner who is very hard to reroute. No wasted movements in his stem using nice head fakes and steps to stall the CB. Studies the defenders leverage and knows how to make them bite at the break with fakes/jabs. Can go up and get the ball with good body control and strong hands. Elusive and physical YAC, often gliding past the first guy and looking to punish the next defender. Doesn’t give maximum effort when he knows the play isn’t going his direction or in scramble situations. Disinterested as a blocker, often just getting in the way.

EDGE Jebrai Regan (Fehervar Enthroners) - Gardner-Webb University (2012-15)
Citizenship: USA/Hungary
Height: 6024e | Weight: 254e
July ELF Stats: 4 GP | 15 TOT | 6 SOLO | 9 AST | 4.5 SCK | 6.5 TFL | 1 FF
ELF Player Awards: N/A
Background: Regan spent about five years with Fehervar shortly after his college career and actually gained Hungarian citizenship. He also played in the X-League for the Tokyo Gas Creators from 2019-21 as well. He joined Fehervar in the ELF last year and had a great season. ALL22 ranked him as the third-best DL out of 81 qualifiers in 2023. He’s doing his thing again this year, currently sitting second in the league in sacks (7.5), including 2.5 against Prague a few weeks ago.
Player snapshot: Well-proportioned Edge defender with an average frame and good explosiveness. Regan aligns mostly as an OLB from a two-point stance, but can also win with his hand down. He possesses quick hands and is able to beat average and poor linemen immediately with a swim or push-pull move. He shows good awareness and is a very good finisher at the ball. His rush plan can be too predetermined, which limits him vs very good competition. Regan projects as an excellent starter who can fit as an OLB or DE.
